Institutional Barriers to Higher Education for Low-wage Workers

Ohio offers a wealth of community and technical colleges, and adult career centers, that are passionate about helping students succeed. Ironically, disconnects between and within these well-meaning institutions are creating barriers to their success. These include:

  • disconnects within the same institution, such as conflicts between academic schedules and the real-life schedules of working adults;
  • disconnects between workforce education institutions and the public employment system (mainly insufficient communication);
  • disconnects between workforce education institutions and human service agencies, including insufficient cooperation between workforce education institutions, community organizations, and other human service agencies;
  • disconnects between workforce education institutions and employers, including insufficient knowledge of and response to employer needs.
