Joseph P. Tomain is a Dean Emeritus and the Wilbert and Helen Ziegler Professor of Law at the University of Cincinnati College of Law. A graduate of the University of Notre Dame and the George Washington University National Law Center, Mr. Tomain practiced law in New Jersey before beginning his legal teaching career. He has taught at Drake University School of Law, and served as visiting professor at the University of Texas School of Law. His teaching interests include law in Literature and Philosophy and Government Regulation.

Mr. Tomain's publications include books entitled Regulatory Law & Policy, Energy Law and Policy, Nuclear Power Transformation, and Energy Decision Making.

In addition to his work in energy and government regulation and on the board of the KnowledgeWorks Foundation, Mr. Tomain serves in a number of civic organizations, including: past President and Member of the Board of the Volunteer Lawyers for the Poor Foundation; past President and Member of the Board of Trustees of the Center for Chemical Addictions Treatment; Delegate, Ohio State Bar Association; member of the Board of Trustees, Ohio State Bar Foundation; founder of the Justice Institute for the Legal Professor; Vice President of the Mercantile Library; Member of the Board of Trustees of the Greater Cincinnati Foundation. He is a Member of the Ohio, American and Cincinnati Bar Associations and the American Law Institute.
