Steven Minter was appointed Executive-In-Residence at Cleveland State University in September 2003, following his retirement after 28 years from The Cleveland Foundation. At Cleveland State he assists the President in strengthening collaborative relationships between the university and community and is a Fellow, Center for Nonprofit Policy and Practice, Maxine Goodman Levin College of Urban Affairs.

He served as President and Executive Director of the Foundation, the nation’s first community foundation from 1984 until his retirement in July 2003. The Foundation’s mission involved improving the quality of life in Greater Cleveland, building community endowment, and providing leadership on key community issues. During his 28-year tenure at the foundation, he was engaged in building a strong and vibrant community and participating in the turn-around of the city. At the foundation, he also served as a program officer (1975-1979), the associate director and program officer for civic affairs (1979-1983).

Outside the Foundation, Steve spent over 15 years in governmental positions. In 1980, while on a leave of absence, he served as the first Under Secretary for the United States Department of Education under President Jimmy Carter. From 1970 to 1975, he was the Commissioner of Public Welfare for the Commonwealth of Massachusetts. He began his career as a caseworker at the Cuyahoga County Welfare Department in 1960 in Cleveland, Ohio and rose through the ranks to become its director in 1969.

Over the years, Mr. Minter has served on and or chaired boards of numerous national and regional organizations in the fields of education, health and human services. Most notable are: College of Wooster, Community Foundations of America, American Public Welfare Association, The Independent Sector, Council on Foundations, Foundation Center, National Community AIDS Partnership, United Way Services. At present he serves on the boards of Northeast Ohio Council on Higher Education, Great Lakes Science Museum, the Union Club, WCLV Foundation, The TreuMart Fund and Rockefeller Philanthropy Advisors. He is a director of The Goodyear Tire & Rubber Company and a former board member of KeyCorp, Dominion Resources, Inc., CNG, Rubbermaid and Ohio Bell Telephone Company.
